Mouse is a character that goes way back in Pogo time. A level-headed worldly fellow from the outside world (maybe Baltimore way). He's essentially political and shows it by his talk talk talk.Pogo's idea here shows why he's presidensity material. I can almost see that work, but maybe only a couple of days of financing a modern police action.
