See, now, in '67 Russia was slated to host this expo, but for whatever reasons—didn't. Canada had to rush, against all odds, to build the site and open on time—which they did. I have no notion if Kelly is referring to any of that or not—Kelly's ideas take any direction they want, for whatever reason they want.
